Completes a wide variety of difficult and complex estimating activities for large projects (gas turbines, steam turbines, generators, heat recovery steam generators and all applicable auxiliaries). Utilizes broad experience, expertise, and exposure to various types of projects and clients, and regularly exercises familiarity of company and project practices and procedures. Analyzes drawings, 3-D models, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services by performing the following duties;
ESSENTIAL DUTIES & RESPONSIBILITIES
Act as technical lead for all estimations. Support estimators with issues concerning specification and configuration requirements.
Review data to determine material and labor requirements and prepares itemized lists.
Collaborate with Applications, Plant and Process Engineering, Project Management and Construction groups to determine appropriate project specifications.
Compute cost factors and prepare estimates used for management purposes such as planning, organizing, and scheduling work; preparing bids; selecting approved vendors or subcontractors; and determining cost effectiveness.
Provide guidance, direction, and specialized assistance for the resolution of difficult and complex estimating problems. Assist project management with preparation of schedules for estimate preparation, review, and publication.
Prepare material takeoffs on the most complex projects, drawings, and plans. Review takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy. Prepare detailed breakdown of components and elements of estimates for systems and subsystems.
Review contractual documents and contract modifications to determine scope of work and scope changes.
Create estimating guides and procedures.
Prepare and summarize task and subtask estimates, including rate and unit cost determination and performing mathematical calculations by applying standard factors.
Assign material costs and staffing costs to the takeoffs. Collaborate with Global Sourcing on quotes for materials and services.
Conduct special studies to develop and establish standard hour and related cost data or effect cost reductions.
Interface with other individuals in the organization to obtain support and commitment to the cost estimates.
Organize and manage a centralized cost estimating database and a formal process to support cost estimating to ensure historical data is utilized.
Analyze completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies.
Provide improvement recommendations to cost estimating processes and tools to reduce future discrepancies between estimated and actual costs.
Identify cost trends to assist management in cost reduction and process improvement efforts.
OTHER DUTIES AND RESPONSIBILITIES
Must be able to create formal presentations, write technical papers about specific cost estimating and have a proven ability to interface with senior client and company personnel.
Ability to perform difficult and complex estimating activities typical to the engineering and construction industry is required.
Well versed in industry cost estimating procedures and practices.
Understanding of, and ability to work with, engineering drawings and specifications.

Education and/or Experience: Bachelor's degree (BS) in Engineering or Construction Management from four-year college or university; and three (3) to five (5) years related experience and/or training. Exp. in power generation, oil/gas, petrochemical or industrial construction is required.

Computer Skills: Knowledge of database, project management, spreadsheet and word processing software (MS Office, Excel A MUST), electronic mail, graphics, technical diagrams, flow charts, etc. Exp. with Windchill and/or SAP exp. a PLUS.
